Bolesławiec Municipality is among the municipalities in our voivodeship with the poorest telephone connectivity. Attempts to improve this situation had so far proved unsuccessful. Last year, intensive efforts began to provide the municipality with comprehensive telephone service. The conclusion of several months of consultations and negotiations is an agreement concluded by the Social Committee for the Telephonization of the Municipality with Telekomunikacja Polska Spółka Akcyjna—Zakład in Jelenia Góra. In accordance with a resolution of the most recent Municipal Council session, the Committee consists of councillors and representatives of the Municipal Office, and its chair was elected as the Council chair. The agreement defines the mutual obligations of the parties concerning the municipality’s comprehensive telephonization, planned for implementation in stages. The first stage involves preparing a technical design for all telephone-service directions, namely Bolesławiec–Kraśnik Dolny–Trzebień (by mid-April of this year) and Bolesławiec–Stare Jaroszowice and Bolesławiec–Ocice (by mid-June of this year). The second stage provides for constructing, by September 1994, a fibre-optic line on the Bolesławiec–Kraśnik Dolny–Trzebień route, together with purchasing and installing electronic telephone exchanges in both villages. Financing for these stages will come from the municipal budget, with the possibility of recovering part of the funds if our project is approved for inclusion in the Company Board’s investment plans for the current year.
In subsequent stages planned for implementation in the following years, the Stare Jaroszowice and Ocice directions are to be completed. Some of the work is expected to be carried out with the participation of local Social Committees, formed from among interested residents in individual localities within the central exchange area. The committees will co-finance extensions of the telephone network to individual subscribers, and this contribution will be settled by Telekomunikacja in metering units.
Compliance with the obligations of the parties, precisely formulated in the agreement, will be overseen by the elected Committee Board, while the detailed implementation terms will be specified in a contract.
The Municipal Council’s recognition of telephonization as one of the municipality’s priority development directions should enable the investment to be completed within the agreed deadlines and planned scope.
