The Bolesławiec Healthcare Complex covers the city and municipality of Bolesławiec (over 55,000 residents), the city and municipality of Nowogrodziec (over 14,000 residents), and the municipality of Osiecznica (approximately 5,000 residents). In addition, under agreements with the Legnica and Jelenia Góra Voivodes, ZOZ Bolesławiec provides services to residents of the Warta Bolesławiecka and Gromadka areas. In total, ZOZ in Bolesławiec serves more than 87,000 residents, while its main personnel resources and healthcare facilities are located in Bolesławiec.
The healthcare facilities include: the District Hospital (8 wards with 377 beds; in the first half of 1992, 4,374 patients were hospitalized), the Admissions Room (in the first half of the year, it provided more than 5,500 outpatient consultations), and the Emergency Assistance Department—the ambulance service (in the first half of the year, it provided 4,770 consultations, including 1,777 at patients’ homes). Primary care in the city and the surrounding villages is provided by the District Clinics on 1 Maja and Zwycięstwa Streets, as well as three Neighborhood Clinics on Wasilewska, Staszica, and Starzyńskiego Streets.
From 1968 to 30 March 1992, a system known as “free choice of doctor” operated in Bolesławiec. Due to the dramatic financial situation, it was decided to abandon this system. Beginning in April, 8 preventive and therapeutic districts were organized in the city, each with an average population of 6,100 to 6,400 residents. These districts are served by 12 general practitioners and 10 pediatricians. From 1 April 1992, general outpatient clinics provided 27,539 consultations, including 164 at patients’ homes. Children’s clinics provided 11,261 consultations during this period, including 8 at patients’ homes.
Industrial healthcare services provided 12,012 consultations in the first half of 1992. In the dental division, 15,619 consultations were provided in the first half of 1992; the orthodontic clinic provided 1,754 consultations. In addition, 607 consultations were provided during dental on-call hours. Specialist clinics provided 48,345 consultations in the first half of the year.
The ultrasound unit, staffed by 4 doctors, performed more than 2,500 examinations in the first half of the year, while the Endoscopy Unit, staffed by 3 doctors, performed 913 examinations. Bolesławiec surgeons perform approximately 1,000 surgical procedures annually at the District Hospital.
There has been an improvement in ophthalmology: 3 ophthalmology clinics are operating.
Over the past several years, the following work has been carried out to improve operations and streamline healthcare services: major renovations of the water and sewage systems, central heating, ventilation systems, electrical systems, and other facilities at the hospital on Jeleniogórska Street. A building was constructed on the hospital grounds to house the ambulance service, the Blood Donation Point, storage facilities, and administration, which vacated a floor in the hospital building (a second surgical ward was opened there).
The hospital building housing the otolaryngology ward on K. Miarki Street underwent a major renovation. Similar renovations were carried out at the clinics on Krasickiego and 1 Maja Streets, as well as at the municipal healthcare centers within the area served by ZOZ.
The healthcare service’s most important needs: 250 million złoty are needed to replace the electrical installations in the hospital’s surgical ward; another 250 million złoty is still needed to purchase a necessary resuscitation ambulance; the following are also essential: construction of a central oxygen plant, replacement of transport elevators, construction of a vehicle access route for ambulances on the Admissions Room side, and replacement of the telephone exchange.
