Due to its extensive area, Bolesławiec Municipality has an extensive network of national, provincial, municipal, industrial, local and rural roads.
The managers of the individual categories of roads are responsible for their maintenance, consisting mainly of systematic repairs and modernization. In accordance with the law, maintaining municipal roads in proper condition is the responsibility of the Municipal Council.
The modernization of municipal roads, taking residents’ requests and proposals into significant consideration, is carried out primarily with a view to creating paved road connections within villages and roads linking localities throughout the municipality. This improves the condition of existing roads, which directly contributes to increased road-traffic safety in the municipality.
For several years, municipal roads have been paved with asphalt instead of being surfaced with fieldstone, slag or gravel. This has noticeably improved the quality of the modernized roads, although the cost of resurfacing repairs has risen significantly and the scope of work has decreased. This year’s plan calls for approximately 12 km of roads to be completed in total, including 6–6.5 km with asphalt surfaces.
Asphalt surfacing is planned in the villages of: Dąbrowa, Chościszowice, Kruszyn, Trzebień–Trzebień Mały, Kozłów, Rakowice–Otok and Ociec, as well as for the MZK bus bays in Łaziska and Kruszyn.
Stone surfaces are planned in Bożejowice, Kraśnik Dolny, Kraśnik Górny and Brzeźnik.
In the first half of the year, the planned repairs were carried out on roads covering 7.6 km in total, including 3.6 km of asphalt surfacing. The work included constructing a stone sub-base and laying asphalt carpets.
It is anticipated that, depending on the funds available in the second half of the year, the scope of road sections undergoing repairs may increase to approximately 17 km. This will be possible provided that the municipal budget is supported with funds from the Voivodeship Fund for the Reclamation and Protection of Agricultural Land.
The sub-bases for municipal roads are constructed using an in-house system, with the participation of funds from rural local governments.
To reduce road-construction costs, contractors offering competitive rates and simultaneously meeting the requirements for carrying out commissioned work in accordance with the applicable procedures and technology were selected by tender this year.
The contractors selected for constructing the sub-bases of municipal roads were the Agricultural Production Cooperative in Ocice and the “Rekord” Civil Partnership. Aggregate used for the sub-base is obtained from a nearby gravel pit in the Bolesławiec area and from Wilcza Góra. This raw material is supplied free of charge in the quantities established in the agreement concluded by the municipality with Zielonogórskie Kopalnie Surowców Mineralnych.
Also, beginning this year, we have additionally been using the services of Poznańskie Przedsiębiorstwo Robót Drogowych, which, alongside Przedsiębiorstwo Robót Drogowo–Mostowych DROBUD in Lwówek Śląski, is carrying out asphalt surfacing. Przedsiębiorstwo DRO-BUD is also conducting a major renovation of the bridge over the Bóbr River in the village of Parkoszów.
In view of the limited financial resources of the managers of national and provincial roads, as well as the identified repair needs on these sections, the municipal budget includes funds to support this work. These funds will be used mainly to construct sidewalks and bus bays together with lighting for roads and stops, including in the villages of Kruszyn, Brzeźnik, Dąbrowa, Trzebień, Kozłów, Łaziska and Suszki. The completion of this work should help maintain smooth traffic flow and improve safety on these road sections.
Completing the full scope of the planned work will require considerable effort and commitment from all parties concerned and from the services responsible for the condition of roads in the municipality.
