Residents of the municipality were particularly severely affected in previous years by the deepening water deficit, caused, among other things, by the extraction of deposits carried out by the mining industry. The disappearance of water from wells made agricultural production considerably more difficult and was a burden in the residents’ everyday lives.
The large-scale construction of water supply systems in villages was primarily intended to alleviate the existing water deficit and ensure appropriate living and working conditions for the rural population. First, the areas with the greatest water deficit were connected to the water supply system. The construction of water supply systems, carried out as part of provincial investment projects, had previously been financed from the state budget, with partial support from interested residents. Beginning this year, the implementation of water supply investments has proceeded under different principles, as it is being carried out entirely using the financial resources of the Municipal Council, acting as the investor in the project.
This year, in accordance with the provisions of the plan, construction began on a rural water supply system in the western part of the municipality, in the village of Brzeźnik, where the water shortage had become a serious problem for the local population in recent years. Water disappeared from the wells of 50 percent of households, while in the remainder the water level fell considerably. Residents transport water in tanker trucks from the Bóbr River and from neighboring localities located up to 5 km away.
In implementing the decision of the Municipal Board to select the contractor for the water supply system through a tender, a two-stage restricted tender was organized for the execution of the investment. Of the 43 bids submitted in the first stage by specialist companies and craftsmen from the Jelenia Góra, Legnica, Wrocław and Zielona Góra voivodeships, 5 bids were selected for qualification for the second stage of the tender.
Due to the most favorable conditions in terms of the price for the works and the project completion date, the Wojewódzki Zakład Usług Wodnych dla Potrzeb Rolnictwa in Lubin was selected as the contractor for the water supply system. In accordance with the contract, the water supply system is being built under a commissioned-work arrangement. For a lump-sum remuneration, the contractor will build a 7.3-km water supply network and 119 connections with a total length of 3.5 km within eight months (March–October 1992).
The construction of the water supply system for Brzeźnik is the second stage of the “Ocice” group water supply investment, while the third stage is planned to include construction of a water supply system for the villages of Kraszewice and Nowa. The water treatment plant and transformer station, currently being expanded and modernized, take into account the needs of the planned water supply system for these localities.
As part of the work completed to date, approximately 4.5 km of network has been laid in Brzeźnik.
Ongoing investor’s and author’s supervision, conducted by specialist companies—the Wojewódzki Zarząd Melioracji i Urządzeń Wodnych in Lwówek Śląski and the “Projfit” Design and Services Office in Zielona Góra—guarantees the proper execution of the work and the timely commissioning of the project.
