Population: 5,689. Area: 437 km². Total revenue: PLN 4,682,938, including own revenue of PLN 2,425,340.
In 1995, the Osiecznica commune completed its most important economic tasks, namely improving residents’ living conditions and raising the level of environmental protection. This improvement was achieved through:
construction and commissioning of the mechanical-biological wastewater treatment plant in Osiecznica, an investment carried out in 1993–1995 and the first of its kind in the commune in the post-war period, together with a 5,328 linear metre wastewater collector (main network) and 2,579 linear metres of service connections; 105 buildings were connected to the sewage system;
connecting the water supply network of the village of Osieczów with Tomisław (crossing the Kwisa River); this reduced water-supply operating costs and water prices;
commencing construction of the 5,310 linear metre water supply system in Przejęsław; following a trial start-up, 108 households have so far been connected;
continuing construction of the school gymnasium in Tomisław, where the work was 90% complete, and changing the heating method of the school building to liquid fuel;
modernising 3 km of rural roads, which received a new asphalt surface and were sprayed with asphalt emulsion;
purchasing 8 new bus shelters and 4 containers for solid waste.
We were unable to begin construction of the solid-waste landfill in Świętoszów, although this matter was extremely urgent. The commune still does not have an organised waste-management system. Technical documentation was prepared and plastic sheeting was purchased to line the landfill. We will carry out the construction jointly with the Małomice commune, located in the Zielona Góra Voivodeship, on the basis of an intercommunal agreement.
To improve the management and servicing of communal buildings, the Housing and Municipal Management Board in Osiecznica was established.
Promoting the idea of an “Ecological commune”, the Municipal Culture and Sports Centre organised a commune-wide environmental tournament, in which 150 school-age children took part. We have also achieved some success in sport and culture. The older junior football team took first place in the voivodeship competitions. The folk group “Przejęsławki” from Przejęsław took second place at the national review in Kazimierz.
We want the actions undertaken by the commune authorities to serve its residents and bring recognition to our local government throughout the country.
