Under this name, a comprehensive crime-prevention program is being implemented. It is a program of ongoing partnership between the Police and society. Based on the assumption that crime reduction is influenced not only by police activities, it is considered essential, and indeed necessary, to involve in the preventive system all institutions that affect the level of public safety.
In Western countries, the "Safe City" program is a government program. In Poland, there is not yet a "National Crime Prevention Program" in which Police activities would be only one element, and the Police just one of the entities implementing the program.
For several years, partial measures have been undertaken in the area served by the Regional Police Headquarters. When systematically implemented and carried out on a permanent basis of cooperation, they will create a comprehensive program. The Police’s main strategic partner in creating the "Safe City" program is the state and local government administration. The aims of the program are: to reduce crime, lessen the fear of becoming a crime victim, raise the level of safety and quality of life, and create "safe cities" (municipalities, housing estates, areas) for conducting business and social life. The greater residents’ legal awareness and their conviction that they can influence the improvement of their own safety, the sooner these goals will be achieved, although not in less than three years.
In implementing crime prevention, the Police will inspire, support and encourage social initiatives, but will not carry them out themselves.
Society’s cooperation with the Police and creating the right climate by building mutual trust produce the most tangible results in preventing and combating crime. The motto for activities in this area is: "By helping the Police, you help yourself."
So, resident of a housing estate, district or village—join in implementing this program together with your neighbor, your social organization or workplace. Your community police officer will help.
