Possibilities are emerging to expand the scope of modernization of municipal roads by using funds from the Agency for Restructuring and Modernization of Agriculture.In the current year, ARiMR has allocated 1.5 trillion zlotys nationwide for this purpose. The agency’s funds can be used if certain conditions are met:
I) residents must participate in the construction and modernization of roads through public committees, contributing 10% of the value of the works (a requirement imposed by the World Bank),
2) the municipal budget’s contribution must amount to 40 of the estimated cost of the works. Once these two conditions are met, the Agency may co-finance up to 50% of the investment costs.
Another possibility for co-financing the construction of rural roads is offered by the European Fund for the Development of Polish Agriculture. This fund can cover up to 20% of the value of the works. However, the establishment of Public Road Construction Committees is also a condition. This institution does not impose any requirements concerning participation in the construction costs.
To obtain funds for the construction and modernization of roads, we must establish public committees in both cases. Perhaps together we can improve the condition of our roads and, consequently, safety on them.
The municipal budget for 1996 allocated PLN 173,000 for repairs to municipal roads (this is an amount higher than the revenue from taxes on the ownership of means of transport). The modernization of roads is planned in the following locations:
Parowa – “Długie Kąty”
Tomistaw – road toward “Mały Tomisław”
Ławszowa – Rowiński’s road
Osiecznica – wastewater treatment plant
Świętoszów – Klonowa and Szkolna Streets
In addition, the Municipal Executive Board allocated funds to co-finance repairs of provincial roads in Osieczów and Ołobok.
