A very important event in the previous year was the adoption of the local spatial development plan. It secures land for industrial and warehouse-storage investments near the Zgorzelec–Krzywa motorway under construction. This is very important from the municipality authorities’ point of view, as two traveller service areas and an exit towards Lubań and Żagań will be located within its territory.
The “Telecommunications Programme for the Municipality and Town of Nowogrodziec” and the documentation for the construction of a bridge in Kierżno were prepared. Investments in telecommunications and gasification were carried out. Work was conducted on the construction of a water-treatment plant, a municipal waste landfill and a clinic, and new surfaces were laid on Kwiatowa and Kolejowa Streets. A car park was built on Słowackiego Street, by St. Nicholas Church and the stadium, as well as a bus bay next to the stadium. The boiler-house design on Ogrodowa Street was modernised. The educational section of the school in Nowa Wieś, together with an environmentally friendly oil-fired boiler house, was commissioned; construction of the gymnasium at the school in Godzieszów and the extension of the school in Gościszów were completed. Work on the Wykroty–Zagajnik water-supply system was completed. Bituminous surfaces were laid on 22 Lipca and Wąska Streets in Wykroty, as well as in Gierałtów, Zabłocie, Godzieszów and Kierżno—7,263 linear metres in total. Four bus shelters were purchased and installed. Lighting was installed in Zabłocie and on 1 Maja Street in Nowogrodziec, and lighting was supplemented along road no. 4. Work related to liming the soil continued; in 1996, lime was distributed in Zebrzydowa, Parzyce, Zagajnik, Nowa Wieś, Kierżno, Wykroty, Nowogrodziec and Gościszów—14,489 tonnes in total. In addition, Gościszów Park was developed, the sites were equipped with power infrastructure, and funds were spent on the ongoing maintenance of municipal roads, including repairs and signage. The bridge in Gościszów was renovated and the bridge in Wykroty was rebuilt. Two culverts in Gierałtów were repaired. In 1996, 62 construction permits were issued. A cosmetics manufacturing company began operating in the town.
In 1997, several major investments are planned to be carried out and completed in the town and municipality of Nowogrodziec.
In the first days of January 1997, the extension and modernisation of the municipal waste landfill on Adama Mickiewicza Street in Nowogrodziec were completed. The work was completed six months earlier than scheduled. In accordance with the plans, the landfill is intended to meet the needs of the town and municipality for 40 years. In the future, the sorting and recovery of recyclable materials is planned, which will certainly extend the landfill’s operating life.
The new water-treatment plant is expected to be commissioned in the middle of this year. It will provide the residents of Nowogrodziec and Milików, and in the future also those of Gościszów, with good-tasting water meeting all standards. The investment, worth more than one million złoty, is financed from the municipal budget and a loan taken out from the Provincial Fund for Environmental Protection.
The water-treatment plant currently in operation has equipment that cannot provide the town with water meeting the required parameters. A significant part of the municipal water-supply network was built in the pre-war years, which also affects the quality of drinking water. Therefore, the municipality is also taking steps to improve the condition of the network and completely eliminate the asbestos-cement pipe installations that still exist in some places.
In addition, the clinic on Ansyka Street in Nowogrodziec is planned to be commissioned. Tasks involving the reconstruction and repair of municipal roads will be carried out in Czerna, Gierałtów, Kierżno, Parzyce, Wykroty and Zabłocie. Funding will also be provided for the maintenance of national roads, including the construction of pavements in Czerna and Parzyce, together with the reconstruction of an intersection, and a bus bay on the provincial road in Gierałtów. Eleven bus shelters were purchased to replace the most damaged ones. The first stage of construction of the bridge in Kierżno will begin.
The gasification programme is continuing, and work on the second stage of telecommunications in the town has begun. The construction of a water-supply system for residents of Milików and Gościszów is also planned. A municipal sewage system programme prepared at the beginning of the year will make it possible to begin work towards connecting all localities in the municipality to the sewage system. Construction of a gymnasium at the Primary School in Nowa Wieś will begin, and a design for the reconstruction of the school in Wykroty will be prepared.
At present, 404 construction projects carried out by private and legal investors are under way.
