On 11 April 2016, a partnership agreement was signed at the Town Councillors’ Hall in Bolesławiec for the implementation of the project “Construction of a Spatial Information System and development of public e-services and electronic administrative services in the north-western part of the Lower Silesian Voivodeship”.

The partnership agreement was signed by 10 municipalities: Gmina Nowogrodziec, Gmina Osiecznica, Gmina Warta Bolesławiecka, Gmina Gromadka, Gmina Bolesławiec, Gmina i Miasto Lwówek Śląski, Gmina Miejska Zawidów, Gmina Zagrodno, Gmina Sulików. The lead partner is Gmina Miejska Bolesławiec.

The agreement expands on and specifies the rules of cooperation referred to in the Letter of Intent concerning cooperation in preparing the IT project entitled “Construction of a Spatial Information System and development of public e-services and electronic administrative services in the north-western part of the Lower Silesian Voivodeship”, signed on 4 March 2016.

The project’s main objectives include: implementing an integrated Spatial Information System in 10 municipalities, including the purchase of equipment, hardware and software and the implementation of data; implementing sector-specific systems in 7 municipalities to enable the provision of public e-services; and purchasing the equipment and infrastructure necessary to launch the systems. The project also aims to establish a Central Unit (Shared Services Centre), which will manage and administer the resulting Spatial Information System, support municipalities in updating and administering data, and implement a pilot e-services programme for schools and preschools in Gmina Nowogrodziec.

The agreement sets out the partnership’s operating principles and the rules for cooperation between the lead partner and the partner in implementing the project. The signatories to the partnership agreement undertake to jointly seek external funding for the project under Measure 2.1 Public e-Services (No. RPDS.02.01.01-IZ.00-02-044/15) of the Regional Operational Programme of the Lower Silesian Voivodeship for 2014–2020.

The planned total cost of the project is PLN 15,668,635.97. The planned amount of funding under the programme is PLN 13,318,340.57, representing 85% of eligible costs. The planned own contribution of the agreement parties is PLN 2,350,295.40, representing 15% of eligible costs. The agreement includes, among other things, the planned percentage and amount-based contribution of each partner.
