The matter was brought up again during the March session of the Bolesławiec City Council by the head of that body, Jarosław Kowalski, who informed the councillors that he had attended a meeting with representatives of the County and the PKS company. The subject of the meeting was precisely the sale of the bus station through a non-tender procedure.

The result? “After several hours of discussion, we were informed that, unfortunately, PKS cannot sell us the plot through a non-tender procedure because of restrictions in the agreement that we had not previously known about,” J. Kowalski told “ii”. He added: “Such information should have emerged at the beginning of the talks.”

It turns out, however, that the City could purchase the plot through a non-tender procedure. “If it were a beneficial transaction, the company agreement could then be amended to allow the PKS president to sell it through a non-tender procedure,” Dariusz Kwaśniewski, the Bolesławiec county head, told “ii”.

He added: “President Piotr Roman suspended—or, as some say, abandoned—his intention to purchase the plot because PKS set certain conditions. After all, the sale should be beneficial for PKS. And this is not only about the money, but also about safeguarding the passengers’ interests.”

This concerns, among other things, ensuring that passengers can use the waiting room and toilets, and have somewhere to shelter when it rains.

According to county officials, P. Roman was not prepared for the talks. “In the tender, we included a provision that PKS would be able to use the station for PLN 7,000 per month. We wanted to know how much this would cost the company if the City purchased the plot through a non-tender procedure. The mayor could not answer that question. We heard: as much as necessary. And that could mean as much as PLN 100,000 per month,” explains Radosław Palczewski, secretary of Bolesławiec County.

The County prepared a dozen or so questions. In the Board’s assessment, Piotr Roman did not answer most of them, so no agreement was reached. R. Palczewski: “The mayor said that he was suspending his offer, so the County Board concluded that it would not amend the company’s corporate documents and, consequently, would not withdraw the order to sell the plot through a tender.”

What happens next with the station? Another tender is being prepared. We will return to the subject.
