The creation of the maps will enable the reliable and clear identification of the scale and types of threats in the region. They will be an important element of the public safety management process, carried out through interinstitutional and social partnership.

A sense of security is one of every person's basic needs and has a decisive impact on the functioning of every community. Therefore, it is extremely important to create tools that will allow the scale and types of identified threats to be presented reliably and clearly. It should be noted that, alongside the police, a number of other services and inspectorates also oversee the broadly understood safety of citizens.

Therefore, invited to participate in the debate, led by the Municipal Police Commander, Police Inspector Zbigniew Markowski, were, among others, representatives of the Jelenia Góra local government, commune heads and mayors from Jelenia Góra County, representatives of housing cooperatives, local associations, the municipal police, fire service, Road Transport Inspection, Railway Protection Guard, as well as representatives of the State Forests and other institutions dealing with public safety and order.

Safety Threat Maps should be regarded as an important element of the public safety management process, carried out through interinstitutional partnership and serving to mobilize local communities. The meeting in question was the first stage, involving consultations between institutions sharing responsibility for safety in Jelenia Góra and throughout Jelenia Góra County. The next stage will involve meetings with commune and city authorities as well as the local community. It is precisely public opinion that will have a major influence on the final shape of the planned IT tool, intended to present information about the state of safety and facilitate contact with residents. After consultations with commune heads and mayors, station commanders will present schedules of meetings with residents.

Opening the debate, Police Inspector Zbigniew Markowski emphasized the important role of public consultations and discussion in the development, evaluation and use of a threat map in a given area. Previous experience and solutions applied in various institutions are also important. During the meeting, the head of the Prevention Department of the Jelenia Góra Municipal Police Headquarters, Assistant Police Inspector Tomasz Szczurowski, presented details of the assumptions for implementing the national “Safety Threat Maps in Poland” system. The debate emphasized, among other things, cooperation among all entities involved in activities aimed at ensuring citizens’ safety.

Mobilizing non-police entities involved in crime prevention contributes to improving the safety of local communities. Every threat map must reflect threats already identified and recorded over a specified period by services and inspectorates, as well as by the local community. It should also include forecasts of threats that may occur, including in connection with the organization of various events.
