This concerned a resolution approving the lease of real estate through a non-tender procedure and an amendment to the local spatial development plan for Kartuzy in the area of the Kaczawa riverbank.
Councillors unanimously adopted the plan amendment. The resolution concerns an area of 24 hectares bounded by II Armii Wojska Polskiego, Rzeczypospolitej, Kaczawska and Kręta streets, as well as the Kaczawa River. The draft was made available for public inspection several times, and the comments submitted by interested parties were taken into account. The previous plan did not allow residential units to be sold to their tenants and also provided for the demolition of some tenement buildings. Under the amended plan, it will be possible to sell apartments in the buildings along the right-hand frontage of II Armii Wojska Polskiego Street. This meets the expectations of local residents. The entire post-industrial strip along the Kaczawa will be available for investment development. This offers property owners a chance for economic revival.
The councillors also unanimously approved a 15-year lease, without a tender, to Miejski Klub Sportowy Miedź Legnica SA of two properties on Żeglarska Street. The club is their current tenant and plans, in the long term, to renovate the facilities, incurring substantial investment costs. Also without a tender, Klub Karate Shotokan „TORA” will continue to be able to lease for five years a commercial unit at 21 Mickiewicza Street. Its headquarters are located there, and the club works to support the sporting development of children and young people.
By a majority vote, the City Council also approved a 30-year lease, without a tender, of the building of the former Zespół Szkół Rolniczych at 219 Jaworzyńska Street to the Fundacja Wspierania Kultury Ruchu „Ocelot”. The foundation's flagship activity is running an experimental theatre whose central theme is movement.
This organization, known throughout the country and on international stages and noted for its significant promotional contribution to Legnica, wants to expand its activities in the building on Jaworzyńska Street to include artistic and sports education for children and young people, as well as medicine, including specialist medical clinics in sports medicine, rehabilitation and orthopedics. It also plans to establish a Rehabilitation Centre for the foundation's beneficiaries and the residents of Legnica. Leasing the site at 219 Jaworzyńska Street from the municipality will make it possible to create the European Centre for Artistic and Sports Education, whose aim is to educate children and young people talented in movement while implementing the extended MEN general education programme for primary school, lower secondary school and secondary school, as well as the curriculum of a ballet school.
The Council also adopted a resolution amending the network of public lower secondary schools, adapting it to earlier changes in the organizational structure of educational institutions. Students of PWSZ studying local government administration attended the session's proceedings.
