The reform is intended to mitigate the effects of the III league reorganization, as a result of which, after the current season, as many as half of the teams competing in the IV league and the district league could be relegated.
The decision to reorganize will presumably please the IV-league teams, as it means that no team will leave this level of competition this season; there will also be no need to play playoffs against representatives of the district leagues. Taking these circumstances and the current situation in the individual leagues into account, the IV league (Legnica–Jelenia Góra group) in the 2016/2017 season would look as follows:

There would still be the matter of two missing teams. The lineup could be completed by two additional teams from the district league, or they could be teams located closest to the Legnica–Jelenia Góra district (AKS Strzegom, Polonia-Stal Świdnica or Zjednoczeni Żarów). Of course, this is only a hypothetical lineup, as the 2015/16 season has only just begun and much can still happen in the individual leagues.
