The councillor raised the issue of “motorcyclists terrorizing the area around Willowa Street.” – The motorcyclists ride there on one wheel and race at speeds of 160 km/h. Desperate parents are asking whether we are really waiting for the first fatal accident, he said Zdzisław Abramowicz. He added: – Is the roar produced by these riders’ motorcycles subject to no restrictions whatsoever? Such thuggish behavior should not be tolerated for so long.

Mayor Piotr Roman replied that the city authorities had already informed the police. – It is primarily the police who can stop the so-called honorary kidney donors, he said. – It really is a problem. I live nearby, so I hear these motorcycles. They ride not only on Willowa Street, but also on Lubańska Street. I usually call the police, but as you can see, it is not very effective. Perhaps we should consider installing a raised speed hump there to prevent people from driving at excessive speed?

– Just a few years ago, the mayor continued, people rode this way on Komuny Paryskiej Street. Installing speed humps caused the motorcyclists to disappear from there, even though some of them live there. They do not accelerate on that stretch, and there is no such noise.

P. Roman also said that a speed camera could be installed near Willowa Street: – But we are opposed, at least for now, to this solution. There are municipalities that make substantial profits from it. However, we have not equipped the Municipal Police with speed cameras because we believe it should be dealing with other matters.

Councillor Abramowicz retorted that he had just seen a motorcyclist riding on one wheel on Komuny Paryskiej Street. – I remember the times when Komuny Paryskiej was a street without speed humps and was a racetrack, Piotr Roman replied. – Those humps put an end to this type of racing there.

The subject returned at the end of Wednesday’s Bolesławiec City Council meeting. Piotr Roman said: – This is a sick state. A state which, as the Sienkiewicz classic put it, consists of several elements. Even the interior minister realizes that the legal framework and the institutions that should use it are unable to do so. I have seen police operations in Germany several times. If someone disturbs the peace, the police response is uncompromising, like in American gangster films. Here, by contrast, there is a long road from apprehension to punishment, and cases often end in dismissal because of their low social harmfulness. Not a week goes by without us reporting acts of vandalism, and believe me, in most cases they end in dismissal. Vandalism is one of the three most serious problems in our city.

The mayor also spoke about one of the playgrounds. – Four brutes—you can see that they work out at the gym—try to pull out a small piece of playground equipment in the evening. There is no way they will fail to tear it out, P. Roman said. – And nothing will change without the state’s and parliament’s help, or changes to the law so that it is not so liberal. It can be liberal, but for decent people, not for those who do not respect the common good.

The mayor also mentioned that he had attended a meeting with Rudolph Giuliani, the legendary mayor of New York. – Thanks to him, the city rose from being the most dangerous in the United States to becoming one of the safest, P. Roman emphasized. – But the fundamental slogan there was zero tolerance for even the slightest violation of the law.

During the session, it also emerged that the Bolesławiec City Council’s Infrastructure, Spatial Planning and Construction Committee is already dealing with the motorcyclists who ride on Willowa Street and Lubańska Street. We will return to the subject.
