In 2014, further local plans covering more than 161 hectares were created in the city. Spatial development plans are prepared by officials from the Department of Spatial Management, Architecture and Construction of the Municipal Office. But these are not their only tasks. In 2014, the department reviewed 4,989 cases, meaning that statistically each employee handled 293. These included, among other things, 777 applications for construction and demolition permits, 83 applications to determine development conditions, and 28 applications to determine the location of a public-purpose investment.

Among the most important construction projects for which permits were issued are: a multifunctional building on Wrocławska Street, a multi-family residential building with services on Łukasińskiego Street, single-family homes in several residential estates, a production hall on Poznańska Street, the expansion of production facilities in the Legnica Special Economic Zone, a car wash on Ziemowita Street, a photovoltaic power plant on Dobrzejowska Street, district heating, water supply, power, sewage and gas networks, as well as many municipal infrastructure and road investments.
