Our city decisively outperformed many competitors: Słupsk and Nowy Sącz, Rzeszów, Tarnów, Zabrze, Krosno, Dąbrowa Górnicza, Piotrków Trybunalski, Rybnik and Kraków, as well as other urban counties in Lower Silesia.

Legnica has remained at the very top of the ranking for many years. The competition takes place online throughout the year. The nationwide ranking of the most active counties and municipalities has been organized for twelve years. Our city is among its leaders. Legnica also won in 2013. For 2012, we took third place; for 2011, fourth; for 2010, third; and for 2009, sixth. In 2006, 2007 and 2008, we came second, and even earlier, eighth and fourteenth.

The local governments classified in the ranking are assessed by ZPP experts according to several dozen criteria grouped into several subject areas, including pro-investment and pro-development activities; solutions improving the quality of services for residents and the functioning of local-government units; the development of the information society; the development of civil society; strengthening information-security management systems; the promotion of eco-energy, environmental and health-promoting solutions; the provision of social assistance; solutions in education, culture and sport; support for activities benefiting the market economy; domestic and international cooperation; and promotional activities.

In 2014, Legnica received, among other things, 6,000 points for investment funds used from external sources, 4,000 points for computer laboratories established, 2,000 points for financial resources obtained from domestic external sources, 3,000 points for institutions supporting entrepreneurship development, 3,000 points for the amount spent on training, 2,920 points for eco-energy and environmental solutions, 2,620 points for marked bicycle paths, and 1,500 points for supporting talented young people through scholarships.

This nationwide ranking, conducted by the Association of Polish Counties, is based on the principle of free and voluntary participation by all local governments at municipal and county level. It is the only undertaking of its kind in Poland managed on an ongoing basis by experts online.
