Facilities that do not meet the requirements specified by the Minister of Health will have to adapt their premises accordingly; otherwise, these units will not be allowed to conduct healthcare activities. For Polish patients, this means that conditions during hospital stays will be identical to those in Germany.

Another aspect of the healthcare strategy is increasing the availability of electronic services for patients. The Samodzielny Publiczny Zespół Zakładów Opieki Zdrowotnej in Nowogrodziec, like hundreds of other similar facilities, faces the difficult challenge of meeting these requirements.

The first challenge—adapting the premises—is being addressed by the unit through a project to move its operations to a new location. The project involves renovating and equipping the building on Lubańska Street. The property intended for this purpose—three plots with a combined area of more than 0.5 hectares and a building with a usable area of more than 1,300 m²—was purchased by the Gmina Nowogrodziec from Grupa Inco S.A. in 2013 for PLN 180,000. The primary source of funding for the project is a PLN 1.5 million grant from Gmina Nowogrodziec, awarded under an agreement signed in March this year. Other sources of funding include the unit’s own funds and earmarked grants.

In August, after the design work was completed, SP ZZOZ submitted an application for a building permit. The selection of the general contractor is planned for the end of September, with the construction site to be handed over to the contractor in mid-October. Completion of the renovation and outfitting process is scheduled for 31 July 2015.

The newly designed building will meet all requirements concerning healthcare-facility premises, will have 80 beds, and will include the necessary infrastructure to conduct healthcare activities.

The second challenge—the implementation of an IT system that will enable electronic medical records and the provision of so-called e-services to residents—is being addressed as part of the project entitled “Integrated Platform for Access to Medical Records for Patients from Zgorzelec and Bolesławiec Counties.” The project is being carried out by a consortium led by Wielospecjalistyczny Szpital – Samodzielny Publiczny Zespół Opieki Zdrowotnej in Zgorzelec; the second partner is SP ZOZ in Nowogrodziec, located on Asnyka Street. The project received support from the Regional Operational Programme for the Lower Silesian Voivodeship for 2007–2013; the grant awarded to SP ZZOZ amounts to PLN 350,000.

Once the project is implemented, the unit will be fully computerized and accessible to residents through a dedicated website. Procurement procedures to select equipment and software suppliers are currently underway; completion of the entire project is scheduled for the end of October.
