The incident took place on Friday, August 29. After 9:00 a.m., officers from the Lubin police stopped a bus carrying 20 passengers for inspection. The officers noticed a broken rear-view mirror and a faulty reversing light. These defects ruled out the vehicle from further use.

Worse still, the 66-year-old bus driver did not have his driving licence or a permit authorizing him to transport people with him.

The people travelling on the bus had to get off and wait for the carrier to provide a roadworthy vehicle (this took 40 minutes). The owner of the transport company delivered the driver's documents, so the latter was given only a fine.
