On 28 May 2014, councillors adopted a resolution granting the Mayor of Bolesławiec a vote of approval for the implementation of the 2013 budget.
The resolution was preceded by a report on the implementation of the city’s 2013 budget, financial statements, a positive opinion from the Regional Chamber of Audit, information on the municipality’s assets, the position of the City Council Audit Committee on the 2013 financial statements, and information on municipal property. All councillors voted to grant the mayor a vote of approval, with no votes against and no abstentions.
Mayor Piotr Roman informed councillors that the 2013 budget adopted by the Bolesławiec City Council had the following figures:
- revenue – PLN 135,700,767
- expenditure – PLN 129,510,251.
The planned surplus of PLN 6,190,516 was allocated to repayment of previously incurred liabilities. Budget revenue of PLN 150,000 was also planned. During the reporting period, the budget changed as a result of changes in the general subsidy, decisions by the Lower Silesian Voivode, City Council resolutions and orders issued by the Mayor within the powers arising from Article 257 of the Public Finance Act of 27 August 2009. Following these changes, budget revenue increased by PLN 4,667,404 and budget expenditure increased by PLN 7,261,286. Based on these figures, it must be stated that at the end of the reporting period the budget closed with a surplus of PLN 7,299,197, compared with the planned PLN 3,596,634.
During the reporting period, further instalments of loans and borrowings amounting to PLN 6,340,516 were repaid. As at 31 December 2013, the municipality’s debt amounted to PLN 55,693,572, or 42.8% of actual revenue. Budget revenue execution as at 31 December 2013 amounted to PLN 130,223,599, representing 92.8% of the planned amount of PLN 140,368,171.

The expenditure plan of PLN 136,771,537 for 2013 was implemented at PLN 122,924,402. A positive operating result was achieved during the reporting period. Operating surplus:
- current revenue – PLN 112,679,523
- current expenditure – PLN 101,760,642
- difference – PLN 10,918,881.
The requirement under Article 242(2) of the Public Finance Act was therefore met.
Among the main tasks planned for 2013 were work on the following projects:
- “Be Fair – the internet as a common good”. Capital expenditure on the project: PLN 4,328,402; expenditure in 2013: PLN 2,612,924. The project was co-financed under OP IE. It includes construction of a fibre-optic network and public internet access points, as well as equipping 200 families with computer sets and training.
- “Monitoring of Tourist Areas of Bolesławiec”. Project value: PLN 1,657,124; expenditure in 2013: PLN 1,639,904. The project was co-financed under ROP Lower Silesia. It concerns the modernisation and expansion of the municipal monitoring system in Bolesławiec. The applicant is the Municipality of Bolesławiec, and the resulting system is managed by the Municipal Guard. The project provides for the modernisation of 16 existing camera points, expansion of the system by creating 15 new camera points, and the purchase of a mobile monitoring point—a vehicle equipped with a camera.
- “Adaptation of the former »Orzeł« cinema for the Cultural Integration Centre”. Project value: PLN 6,197,336; expenditure in 2013: PLN 2,468,137. The project was co-financed under ROP Lower Silesia. The former “Orzeł” cinema gained new functions, including a film studio, photography, dance and theatre workshops, an arthouse cinema and a film club.
- “VIA FABRILIS” – a route of craft traditions. Project value: PLN 1,551,400; expenditure in 2013: PLN 531,000. The project was co-financed under the Poland–Saxony Cross-Border Cooperation Operational Programme 2007–2013. As part of the final investment activities in 2013–2014, the attic of the Ceramics Museum building at A. Mickiewicza Street was redeveloped to house storage, office and social and sanitary facilities. A workshop equipped with modern facilities for conserving ceramics, stone and craft products was also created from scratch. In addition, the roof covering was replaced and the façades were renovated.
- “Restoration of the former function of the bathhouse in the historic swimming pool at Zgorzelecka Street”. Project value: PLN 12,114,042; expenditure in 2013: PLN 5,666,700. The project was co-financed under ROP Lower Silesia. The revitalisation involves renovating the municipal swimming pool. Its primary function as a bathhouse will be restored, with preventive health activities and a wide range of rehabilitation and wellness treatments. The project is ongoing.
- “I am a successful woman!”. Project value: PLN 1,554,880; expenditure in 2013: PLN 305,430. The project was co-financed under OP HC.
- “Renovation of the City Hall façade”. Project value: PLN 6,404,353; expenditure in 2013: PLN 3,474,490. The project was co-financed under ROP Lower Silesia.
“In 2013, the Municipality of Bolesławiec began implementing nearly 30 projects co-financed under ETC, carried out by the Bolesławiec City Office and its subordinate units: BOK-MCC, the Ceramics Museum, MOSiR, primary schools, lower secondary schools and municipal preschools,” said Mayor Piotr Roman.
Among the road projects, Piotr Roman recalled the renovation of the road surface and pavements on Rajska Street and Sportowa Street, a task linked to the “Modernisation of lighting in the area of Rajska and Sportowa streets” investment; renovation of Góralska Street (the Staszica–Łąkowa section); car parks—a task co-financed by the “Bolesławianka” Housing Cooperative; renovation of Kraszewskiego Street, including the roadway, water and sewerage networks and lighting; construction of traffic lights at Łokietka, Garncarska, Gdańska and Kubika streets, carried out in cooperation with DSDiK, with expenditure by the Municipality of Bolesławiec amounting to PLN 258,324; redevelopment of the street route comprising Asnyka, Bielska and Tyrankiewiczów streets, carried out in cooperation with Bolesławiec County, with expenditure by the Municipality of Bolesławiec amounting to PLN 486,900; technical roads—stage II (the block bounded by Warszawska, Gdańska and Śluzowa streets); construction of parking spaces by the sports hall on Jana Pawła II Street; modernisation of the intersection of Rumianków and Czerwonych Maków streets; and construction of a road with lighting on Zabobrze, Bazaltowa and Kamienna streets—stage I.
In 2013, the Municipality of Bolesławiec allocated PLN 1,192,225 for conservation work—grants for renovations of homeowners’ associations.
