Before the vote took place, the councillors listened to the mayor’s report on the implementation of the budget for the previous year and familiarised themselves with the opinions of the Audit Committee and the Regional Chamber of Audit. The division of votes for and against was easy to predict. Thirteen coalition councillors voted in favour of granting the vote of approval. Seven councillors from the opposition SLD voted against it.
Granting a vote of approval means a positive assessment of financial activity during a specified period. For the mayor to receive the vote of approval, he must first obtain positive opinions on the implementation of the previous year’s budget.
The implementation of the budget is assessed by one of the city council’s committees. This committee has the graceful name of the Audit Committee. It then submits a motion to the City Council to hold a vote on granting the vote of approval. A positive opinion and motion from the Audit Committee do not yet guarantee complete success, because the budget must first be examined by the guardian of local-government finances—the Regional Chamber of Audit. Only a positive opinion from the RIO allows the city council to vote on whether or not to grant the vote of approval.
