By decision of the National Prosecutor, the Legnica prosecutor’s office was designated to conduct consolidated preparatory proceedings covering all cases concerning the activities of IC Partner. The matter involves suspicions that beneficiaries receiving EU funding under the “Clean Air” programme were misled.

What do the suspicions concern?

According to information provided by the prosecutor’s office, the case concerns events that allegedly took place from June 2021 throughout the country. Investigators are examining whether people representing the Legnica-based company induced customers to dispose of their property unfavourably by misleading them about their intention to perform contracts covering, among other things, the thermal modernisation of buildings, the installation of photovoltaic systems and the replacement of furnaces.

The prosecutor’s findings indicate that people applying for funding were supposed to grant the company powers of attorney to represent them before the relevant Provincial Funds for Environmental Protection and Water Management. The funds then awarded grants together with pre-financing, and the advance payments were transferred to the contractor’s account. Investigators are determining whether, after receiving the advance payments, the contractor fulfilled the concluded contracts.

The proceedings concern acts under Article 286 § 1 of the Criminal Code, namely fraud.

Dozens of cases already in Legnica

As reported by the Legnica District Prosecutor’s Office, several dozen proceedings concerning the company’s activities and the damage suffered by many victims have so far been transferred from various regions of Poland.

Investigators point out that the number of cases may increase. Consequently, on 3 June 2026, the prosecutor supervising the proceedings issued a notice addressed to people who consider themselves victims but have not yet reported the possibility that an offence was committed.

Prosecutor’s office appeals to potential victims

People who concluded contracts with IC Partner and believe they may have suffered damage in connection with investments financed by the “Clean Air” programme may contact the Legnica District Prosecutor’s Office in person or by correspondence, citing case reference number 3044-2.Ds.12.2026.

The aim of these actions is to establish the full number of victims and gather the evidence necessary for the further conduct of the investigation.
