Controversy surrounding the appointment of the director of the Zespół Szkół Ekonomiczno-Technicznych in Rakowice Wielkie intensified after the school’s Teachers’ Council expressed its opposition in a paid press announcement to the alleged abandonment of the competition procedure.
The matter concerns the selection of the school’s director, which was to take place through a competition announced on 31 March 2026. On 7 May, a meeting of the 15-member Competition Committee was held.
The competition was held. No candidate was selected
According to a statement from the Lwówek Śląski District Office, the committee did not select a candidate who met the criteria. The lack of a decision was approved by the District Board on 8 May 2026.
As a result, under the provisions of education law, the governing body—in this case, Powiat Lwówecki—proceeded with appointing someone to the position without a competition. This requires agreeing on the candidate with the Lower Silesian Education Superintendent and obtaining the opinions of the School Council and the Teachers’ Council.
The procedures comply with the regulations
The district authorities emphasize that the procedure is being conducted in accordance with the applicable regulations, and that the source of the tensions is the discrepancy between the expectations of the Teachers’ Council, which demanded a decision through the competition, and the fact that the competition produced no result.
As of 15 May 2026, the position of director of the school had not yet been entrusted to anyone. Further steps in the matter will depend on the progress of consultations with the education authority and the opinions issued by the school’s bodies.
Response from the Lwówek Śląski District Office
ISTOTNE_MARKUP_CONTENT_000033__On 31 March 2026, the Board of Powiat Lwówecki, by Resolution No. 128/35/2026, announced a competition for the position of director of the Zespół Szkół Ekonomiczno-Technicznych in Rakowice Wielkie, whose governing body is Powiat Lwówecki. The deadline for submitting applications was 17 April 2026.
Then, by Resolution No. 132/39/2026 of 30 April 2026, the Board of Powiat Lwówecki appointed a Competition Committee to conduct the competition for the position of Director of the Zespół Szkół Ekonomiczno-Technicznych in Rakowice Wielkie. The committee consisted of 15 members, including: 2 representatives of the Education Authority, 5 representatives of the governing body, 3 representatives of the Teachers’ Council, 2 representatives of the Parents’ Council, and 3 representatives of trade union organizations.
On 7 May 2026, a meeting of the Competition Committee conducting the competition for the position of director of ZSET in Rakowice Wielkie was held. No candidate for the position of director was selected in the competition proceedings. On 8 May of this year, the Board of Powiat Lwówecki approved the minutes of the Competition Committee (Resolution No. 133/40/2026).
Pursuant to Article 63(12) of the Act of 14 December 2016—Education Law (consolidated text: Journal of Laws of 2025, item 1043, as amended), if no candidate applies for the competition or no candidate is selected as a result of the competition, the governing body entrusts the position to a selected candidate after agreeing with the body responsible for pedagogical supervision and obtaining the opinions of the School Council and the Teachers’ Council.
At present, the position of director has not been entrusted to anyone. The procedure arising from Article 63(12) of the Act of 14 December 2016—Education Law requires a number of actions. The candidate should meet the requirements set out in the Regulation of the Minister of National Education of 11 August 2017 on the requirements to be met by a person holding the position of director or another management position in a public post-primary school or public institution (Journal of Laws 2023, item 2578, consolidated text), and the appointment must be preceded by agreement with the body responsible for pedagogical supervision (the Lower Silesian Education Superintendent) and by obtaining the opinions of the Teachers’ Council and the School Council.
