On 17 July 2025, Kornel Filipowicz, director of BOK-MCC, signed an agreement with Bolesławiec entrepreneur Bogusław Nowak. The document stated that BOK-MCC undertook to cover the costs of performances by actors and artistic groups participating in the entrepreneur’s parade organized during the Ceramics Festival. As we later established, the costs of these contracts exceeded tens of thousands of złoty.
However, on 28 July 2025, in an official response to a question about financing the event, we were informed that the activities of Teatr Glina Da during the parade on 16 August 2025 would not be financed by BOK-MCC.
In practice, this means that although the center claimed it would not finance Bogusław Nowak’s activities, the municipal cultural institution covered costs that were necessary to stage the show.
It is as if a newlywed couple claimed that they had organized a beautiful wedding themselves, while concealing the fact that their parents had paid for a substantial part of the celebration.
Financial Uncertainties During the Ceramics Festival
For months, the Bolesławiec Ceramics Festival has repeatedly prompted questions about money, sponsors, and the rules governing events financed or co-organized by the municipal cultural institution. This time, the issue concerns not only the amount of the costs, but also the consistency of the answers provided by BOK-MCC.
First, the response of 28 July 2025 stated:
“The activities of the Teatr Glina Da Parade out of Love for Clay on 16 August 2025 will not be financed by BOK-MCC.”
In the same response, BOK-MCC also stated that Teatr Glina Da Bogusław Nowak would receive PLN 15,000 gross for organizing and staging the opening of the 31st Bolesławiec Ceramics Festival on 15 August 2025.
This indicated a clear distinction: the festival opening was to be paid for by BOK-MCC, while the activities of Teatr Glina Da during Saturday’s parade were, according to that response, not to be financed by the municipal cultural institution.
BOK-MCC later provided another response. In a letter dated 11 August 2025, answering a question about who organized the clay-painting event and the parade of clay figures, and who covered the cost of the event, director Kornel Filipowicz indicated that the organization of the artistic event entitled “Bolesławiec Parade out of Love for Clay—Teatr Da Gives You Wings” and its costs were governed by the agreement of 17 July 2025.
The agreement was concluded between the Bolesławiec Cultural Center—International Ceramics Center and Bogusław Nowak, operating as “Teatr Glina Da Bogusław Nowak.”
This is significant because BOK-MCC’s earlier response suggested that the activities of Teatr Glina Da during the parade would not be financed by the center. Yet BOK-MCC later itself indicated an agreement concerning the organization of this event and its costs.
Who Really Paid for the Show?
The documents also show that BOK-MCC concluded agreements with the people and entities participating in the show. In practice, this means that although the center claimed it would not finance Teatr Glina Da’s activities, the municipal institution covered costs that should normally have been borne by the event organizer.
Since BOK-MCC paid the artists, groups, and performers appearing as part of the Teatr Glina Da parade, it effectively financed elements of the show. In other words, the money did not go directly to Teatr Glina Da for the parade, but BOK-MCC paid for the people and activities without which the show could not have taken place.
This is another thread in the case concerning the financing of events connected with the Bolesławiec Ceramics Festival. Earlier responses from BOK-MCC indicated that the cost of the actors, artistic groups, and activities connected with the “Bolesławiec Parade out of Love for Clay—Teatr Glina Da Gives You Wings” and the opening of the BCF amounted to PLN 82,673.07.
Subsequent documents also contained information about sponsors financing the parade. KRAS-DOM Sp. z o.o. Sp.k. was reportedly to finance the event with PLN 18,450 gross, and M&J Sp. z o.o. with PLN 14,760 gross. Together, this amounted to PLN 33,210 gross, which could have gone into the municipal budget for the entire Ceramics Festival, as in previous years, but that did not happen.
Our conversations with company representatives indicated that the money did not pass through BOK-MCC, but was transferred directly to a party connected with Bogusław Nowak. At the same time, these companies were presented as sponsors of the Bolesławiec Ceramics Festival. Did the sponsors conclude agreements with BOK-MCC or with the contractor? Was there a tripartite agreement? On what basis were sponsors paying outside the municipal institution promoted at an official municipal event?
