The City of Bolesławiec was a laureate in this year’s “Rzeczpospolita” Local Government Ranking in the category of best urban commune. As “Rzeczpospolita” reports, the ranking aims to honor cities and communes that do the most to develop and improve residents’ quality of life while observing the principles of responsibility and financial security. The ranking consisted of two stages. In the first stage, based on the Ministry of Finance database, the communes that managed their finances best in 2007–2010 and invested the most during that period were selected. A total of 564 local governments qualified for the second stage (64 cities with powiat rights, 250 other cities and urban-rural communes, and 250 rural communes).
In the ranking of local governments, in the category of urban and urban-rural communes, Bolesławiec ranked 11th in the country, which gives it third place in the Lower Silesian Voivodeship. The panel analyzed data for 2010: financial standing, management, income and expenditure per person, EU funds obtained per resident, liabilities in relation to revenue, the share of expenditure on non-governmental organizations, expenditure on housing per person, promotional expenditure as a share of total expenditure, new business entities, and the number of residents.
Among the local governments with the largest investments, Bolesławiec ranked 100th; among the most innovative urban and urban-rural communes, Bolesławiec ranked fifth, jointly with Ełk, Mława, Myślenice, Puławy, Babimost and Grodzisk Mazowiecki.
The honorary distinction for Bolesławiec was received by Tomasz Gabrysiak, acting head of the City Development and Promotion Department. The ceremony took place on 18 July in Warsaw. The special guest of the ceremony was Jerzy Buzek, President of the European Parliament.
