Andrzej Barnowski, an investor from the United States, received exclusive negotiating rights regarding the terms of an agreement to sell shares in Zakłady Ceramiczne "Bolesławiec".
At the same time, the Minister of the State Treasury informed I-Group Inc., based in Cary, USA, that the company would have the opportunity to enter negotiations if no agreement was reached with Andrzej Barnowski.
The following parties were admitted to submit binding offers:

- Jan Solecki, residing in Sulików
- Andrzej Barnowski, residing in New York, USA

- Pierwszy Opolski Fundusz Private Equity S.A., based in Opole
- CII Group Polska Sp. z o.o., based in Warsaw, and i4ventures Sp. z o.o., based in Warsaw
- I-Group Inc, based in Cary, USA
- GRUPA INWESTYCYJNA JW, comprising Paweł Jagiełło, residing in Warsaw, and Mirosław Więcki, residing in Warsaw
After analyzing the submitted documents, the Minister of the State Treasury rejected seven offers.
