The project aims to provide citizens with effective tools for accessing information made available by the public sector, enable communication with the public sector through information and telecommunications systems, and increase the efficiency of local government administration. The lead partner is the Municipality of Bolesławiec.
Representatives of 10 local government units signed the letter of intent. The signatories to the agreement are:

- Andrzej Dutkowski – Head of Bolesławiec Municipality,
- Ryszard Kawka – Head of Gromadka Municipality,
- Mariola Szczęsna – Mayor of the Municipality and Town of Lwówek Śląski,
- Robert Relich – Mayor of Nowogrodziec Municipality,
- Waldemar Nalazek – Head of Osiecznica Municipality,
- Robert Starzyński – Head of Sulików Municipality,
- Mirosław Haniszewski – Head of Warta Bolesławiecka Municipality,
- Robert Łężny – Mayor of Zawidów.
In accordance with the rules governing Structural Funds, particularly funds obtained under the regional programme European Funds for Lower Silesia 2021–2027, the signatories of the letter are beginning joint preparation of the project entitled “Construction of a Spatial Information System in the northwestern part of the Lower Silesian Voivodeship – STAGE II” for the local government units participating in the project.
The project involves creating and modernising information systems; developing electronic public services in the field of spatial information; measures strengthening the security of e-services or information systems; digitising data, including its standardisation and structuring; and expenditure on infrastructure, understood as adapting rooms for server facilities and purchasing IT equipment, used to digitise public services.
The project includes expanding the Intermunicipal Spatial Information System together with digitising the required resources; building a resident service portal consisting of thematic sections, e-services and a geoportal; building, expanding or modernising information and telecommunications infrastructure in local government units, with particular emphasis on spatial information systems; purchasing orthophotography for the municipalities’ area together with accompanying studies; and modernising buildings necessary to achieve the project’s objectives.
