For residents of the building at 8 aleja Wojska Polskiego, rainy weather means flooded walls and ceilings. The roof leaks. Rainwater floods the ceiling and walls of the stairwell and apartments. Seven families live in the tenement building. The woman whose apartment is directly beneath the attic is in the worst situation. When it starts raining, the apartment’s tenant has to put out bowls because water pours from the ceiling in an almost continuous stream. “I have lived here for half a year, and ever since I moved in, this apartment has been constantly flooded,” the woman explains.
Residents of stairwell No. 8 say they have repeatedly asked the building manager to patch the roof. They learned that there are currently no funds for the repairs. They also intervened with the city mayor—with no result. Meanwhile, residents of stairwell No. 10 have a problem with the stairs. The concrete stairs are “pulling away” from the rest of the building. People complain that the administrator will probably only deal with the stairs once they collapse and someone is injured. The building’s tenants also complain that the manager is not intervening regarding the substantial hole that has appeared on the sidewalk in front of the building. Recent rains have washed away the soil, and the hole has grown larger. According to the residents, the hole will only be repaired after someone falls into it and twists or breaks a leg.
“The decision to repair the roof does not belong to the manager, but to the homeowners’ association,” explains Tomasz Słota, a real estate specialist at TBS. “The administrator is only carrying out the association’s decision. If an appropriate resolution is adopted, the Social Housing Association will certainly carry out the roof repairs.”
Asked about the hole that appeared on the sidewalk in front of the building, Słota replied: “We carry out all necessary maintenance and repairs on an ongoing basis. The hole will certainly be removed.”
