After describing the case of a reader who spent three months trying to obtain the coal allowance, we asked GOPS in Kruszyn whether GOPS had not been informed about the change in the deadline (abolition) for entering the heat source in CEEB under the Act of 3 November 2022, or perhaps had not received adequate legal support?

The Municipal Social Welfare Centre in Bolesławiec, with its registered office in Kruszyn, hereby informs you, in response to your inquiry, that despite amendments to the Act of 5 August 2022 on the coal allowance (consolidated text: Journal of Laws of 2023, item 141, as amended), the provision of Article 2(1), which states: “The coal allowance is granted to a person in a household where the household’s main heating source is (...) entered or reported to the central register of building emissions (...) by 11 August 2022, or after that date—in the case of main heating sources entered or reported for the first time to the central register of building emissions referred to in Article 27g(1) of that Act,” was neither amended nor repealed.

All matters at the Municipal Social Welfare Centre are handled in accordance with the applicable legal regulations and within the prescribed deadlines. This matter concerns an appeal filed by a resident of Gmina Bolesławiec with the Self-Government Appeals Board in Jelenia Góra. The Municipal Social Welfare Centre acted in accordance with the board’s instructions. According to the recommendations, clarifying proceedings are being conducted in accordance with the applicable regulations; the proceedings have not yet been concluded.
