Five bidders entered the tender. The most advantageous offer – amounting to PLN 1.055 billion – was submitted by PORR. However, as the regional authorities emphasize:
The selection of this bidder was determined by its highest score according to the criteria adopted by the contracting authority (gross offer price – 90%; use of energy-saving solutions – 5%; quality guarantee period – 5%). In accordance with the procedure, the other tender participants have 10 days to appeal to the National Appeals Chamber.
– The construction of the New Oncology Hospital in Wrocław is a priority investment and the largest investment in the history of Lower Silesia by the regional government in the healthcare of the region’s residents. A modern oncology hospital will enable patients to receive treatment at the highest level. The new hospital will provide comprehensive oncology, pulmonology and hematology care based on cooperation among multidisciplinary teams of specialists. The selection of the contractor is a milestone in the implementation of this extremely necessary investment in Lower Silesia – emphasizes Cezary Przybylski, Marshal of the Lower Silesian Voivodeship.
The hospital is to be built within 51 months from the date of signing the contract with the contractor. The design phase is to take a maximum of 15 months, while the construction phase will last 36 months. The investment is co-financed by the Lower Silesian Voivodeship Government, the state budget and DCOPiH’s own funds.
– The construction of a new oncology hospital in Wrocław is an investment that has been discussed in Lower Silesia for more than a dozen years. Until now, it could not be carried out simply because there was no funding for it. During this term of office, the funds were secured thanks to the joint efforts of the regional government and the state administration. Financial support from the state budget amounts to more than half a billion zlotys. This is a very major undertaking, the largest in the history of our voivodeship and one of the largest in our country. The new oncology hospital is an extremely important and necessary investment from the perspective of the health of Lower Silesia’s residents and the inhabitants of Wrocław – says Marcin Krzyżanowski, Deputy Marshal of the Lower Silesian Voivodeship.
The new hospital will have an area of 100,502.79 m2 – four above-ground floors and one underground floor. It will house 26 inpatient wards and 30 outpatient treatment units. The number of consulting rooms in the outpatient clinic will increase from 33 to 73.
Patients at the new hospital will have two-bed rooms at their disposal – 671 beds in total. The number of operating rooms will also increase from 8 to 14, making it possible to perform up to 10,000 procedures annually. The hospital will operate entirely within 9 units, namely comprehensive diagnostic and treatment centers.
A parking lot with 1,026 spaces will be built next to the building. The building’s layout is based on the shape of the letter Y and takes the patient journey into account, so that patients can reach a doctor, laboratory or ward as quickly as possible.
– If construction begins this year, I expect the first patients to arrive at the facility in 2028 – says Paweł Zawadzki, Deputy Director for Development. – The hospital’s new premises will improve oncology treatment conditions for both patients and doctors. Under the conditions we have today in our facilities, oncology cannot continue to develop at an appropriate level. We have an outstanding staff dedicated to patients, but the infrastructure in which we provide treatment does not meet current standards.
Dolnośląskie Marshal’s Office: –
The role of investor is being performed by the Dolnośląskie Centre of Oncology, Pulmonology and Hematology. This is its second undertaking; previously, the hospital completed construction of the Breast Disease Centre – Breast Unit. On technical matters, DCOPiH is supported by a contract engineer. It also draws on the opinions of renowned, independent experts in construction and architecture, including experts from Wrocław University of Science and Technology. As part of the project, a functional and utility programme has been prepared to date: detailed documentation containing the medical, architectural and functional concept for the facility. The creators of the programme did not rely on any ready-made solution. They took into account patient and staff pathways resulting from the facility’s specific nature. They also incorporated experience from the COVID-19 pandemic concerning epidemiological safety.Now, based on these assumptions, a design will be created in accordance with the “design and build” tender procedure. A number of works have already been carried out at the site of the new hospital, including archaeological and demining works; the hospital has also obtained a final, legally binding environmental decision and connection conditions for all utilities. To ensure that the design assumptions are best suited to the hospital’s specific nature, representatives of the hospital’s individual units took part in developing the architectural concept.
The New Oncology Hospital will bring together in one location oncology and hematology care, along with the National Bone Marrow Donor Registry, as well as pulmonary disease care, currently provided at three hospitals: Dolnośląskie Centre of Oncology, Dolnośląskie Centre of Pulmonary Diseases and Dolnośląskie Centre of Cellular Transplantation.
