We recently received another report concerning the sidewalk on the housing estate near Śluzowa Street (from the Karskiego Street side). Reader: – I have an issue that, to put it mildly, makes me angry. It concerns the housing estate on Karskiego Street. The developer built two blocks there (...) and, to the delight of many residents, constructed a sidewalk beside the buildings. There is no other sidewalk there.

They added: – I do not understand how the City, as the host, allows developers to build new homes without providing pedestrian access. For several days, the developer’s employees have been closing the sidewalk with gates and fencing. Great—so pedestrians still have to walk in the street, avoiding cars?

Agnieszka Gergont, spokesperson for Bolesławiec City Hall, explains:

Karskiego Street is an internal road and has been held in perpetual usufruct by private legal entities since the 1990s. The city has no possibility of bearing or participating in the costs of financing the construction of sidewalks, roads or lighting on private land to which it has no legal title.

She adds:

For the same reasons, City Hall cannot build a sidewalk from “Żołnierzy Wyklętych Street toward Carrefour,” because the roads connecting Żołnierzy Wyklętych Street with Lubańska Street and Śluzowa Street are not roads managed by the City of Bolesławiec (Jana Karskiego Street and the section of Żołnierzy Wyklętych Street from the intersection with Śluzowa Street belong to a private individual, while Śluzowa Street is managed by Bolesławiec County).
