The official statement from the Chancellery of the President of the Republic of Poland says:
The primary purpose of the proposed act is to regulate the legal status of accepting banknotes and coins issued by the National Bank of Poland by ensuring that all participants in economic transactions, including people who do not have payment accounts, have the right to choose the payment method that is best from their point of view, including cash payments.

If this solution comes into force, every consumer in Poland will be able to pay for goods or services in cash. Money.pl:
And every seller will be required to accept this form of payment.
As NBP explained to the money.pl website in April, the aim is “to maintain unobstructed access to banknotes and coins issued by NBP” and also to preserve “freedom of choice in how to save.”
