There will be changes and high penalties in the regulations concerning compliance with vehicle-registration deadlines. As reported by the Auto Świat portal:

  • Every used car imported from the EU will have to be registered within 30 days of importation, or face an administrative penalty,
  • If we buy a used car on the 29th day after its importation, we will have one day left to register it,
  • Fines will also be imposed for failing to report the sale or purchase of a car already registered in Poland.

The changes to the regulations are being prepared by the Ministry of Infrastructure. From January 2020, every used car imported from European Union countries will have to be registered within 30 days. This applies both to a single car imported for personal use and to a larger number of cars imported, for example, by a wholesaler. As we read on the Auto Świat portal:

Either you sell the car within 30 days or, if no buyer comes along, you register it. And if you register it, you also purchase third-party liability insurance! There is a third option: you pay a fine of PLN 200–1,000. Whether it will specifically be PLN 200 or PLN 1,000 is decided by the starosta.

The date the car was imported will have to be entered in the relevant documents (the sales contract or invoice). This obligation will rest with the car importer. Attempting to enter an arbitrary date will be treated as an attempt to obtain certification of an untruth. This is an offense punishable by up to three years in prison.

Car buyers who purchased a vehicle already registered in Poland but failed to report it to the relevant starosta within 30 days, did not re-register the vehicle and drive with so-called “someone else’s plates” will also be penalized. This is intended to put an end to situations in which the buyer continues driving with the previous registration plates while the previous owner is held responsible for violations.
