Despite information published on Bolesławiec portals, few people attended the meeting with the city's former mayor. Undeterred, Józef Burniak delivered an interesting lecture. He began by explaining the meaning and origin of the word “budget,” then discussed the historical conditions that prompted the nobility to plan expenditures more rationally, and finally moved on to the contemporary principles of creating and implementing municipal budgets.
In addition to legal and systemic issues, Józef Burniak explained the principles of creating and implementing the budget by Bolesławiec's local government units. He cited many examples, both from the period when he served as Mayor of the City and current examples he encounters as a City Councilor.
